Judicial Academy Chandigarh, February 5, 2007 Chandigarh Judicial Academy started functioning here today from Mahatama Gandhi State Institute of Public Administration, Sector 26, Chandigarh. A grand function was organized at the, Academy, which was presided over by Hon'ble Mr.Justice Vijender Jain the Chief Justice. Hon'ble Mr.Justice J.S.Khehar, President Chandigarh Judicial Academy; Hon'ble Mr. Justice K.S.Garewal Hon'ble Mr.Justice Viney Mittal; Hon'ble Mr.Justice Rajive Bhalla and Hon'ble Mr.Justice S.N.Aggarwal were also present on the occasion. Apart from them, Hon'ble Mr.Justice J.S.Narang, a former Judge of the Punjab and Haryana High Court and presently the Director General of Chandigarh Judicial Academy; Mr. Nawab Singh, Registrar General of Punjab and Haryana High Court and Mr.N.S.Saini Director participated in the proceedings.
Recently, about 60 odd recruits had joined the academy after they were appointed by the State Governments of Punjab and Haryana as Judicial Officers in the respective States. Since Hon'ble the Chief Justice was slightly indisposed on account of throat infection, his address was read out by Hon'ble Mr.Justice J.S.Khehar. However, the address of Hon'ble Mr.Justice J.S.Khehar was read out by Hon'ble Mr.Justice K.S.Garewal. At the beginning of the function, a Bouquet was presented by a new recruit to the Hon'ble the Chief Justice. In his address, Hon'ble the Chief Justice exhorted the fresh recruits to maintain high standard of integrity in all spheres of life so that majesty of law is maintained. Hon'ble the Chief Justice stated that the effectiveness of any judicial system qualitatively and quantitatively depends upon the competence and efficiency of the man, who operate the same. The judicial system may not provide speedy justice to needy person if the concerned functionaries, required to operate the same, do not have the requisite skill and are not enthused to deliver justice. In the absence of adequate training a person, selected to work as Judicial Officer, may not be suitably equipped to discharge judicial functions. He may commit errors, causing gross injustice to the persons approaching the judicial system for redressal of their grievances. It is, therefore, necessary that Judicial Officer must be suitably trained so as to improve their skill, knowledge and attitude. This can be achieved only by imparting appropriate training to them. In his address, Hon'ble Mr.Justice J.S.Khehar underlined the need for the training for Judicial Officers and pointed out that Judgeship now is like any other profession which requires training. He also stated that there will now be no occasion for anyone to point an accusing finger towards the justice disposal system prevailing at least in the States of Punjab and Haryana. He also informed the gathering that the Judicial officers would be imparted training for a period of about 12 months. Later, Hon'ble the Chief Justice was presented a momento and a copy of the group photograph by Hon'ble Mr. Justice J S Narang (retd), the Director General of the Academy.
